Business modelling and agent network Expert


Ciprian is a highly motivated consultant in business development and planning, with comprehensive experience in MFIs and MNOs financials. His intervention is valued in different project phases, from the design and implementation phase to roll out and performance improvement. He has comprehensive knowledge in developing tailored financial plans for mobile money and branchless banking pilots and roll-out initiatives, including products and channels mix, commissioning scheme analysis, business valuation and financing plan. His expertise extended to agent networks set up and management, covering elements such as agent selection, training, liquidity planning and ongoing performance monitoring.

Since joining PHB Development in early 2013, Ciprian has acquired valuable expertise in mobile money and m-banking. He started with the evaluation of commercial performance and financial profitability of mobile financial services for Mobile Money Operators and Financial Institutions. Then, he worked on mobile money KPIs definition, monitoring and evaluation for MTN Ghana. On several assignments in Sierra Leone (Salone Microfinance Trust Airtel Money), Democratic Republic of Congo (Opportunity International Tigo Cash) and Nigeria (Diamond Bank AppZone), Ciprian defined partnerships between financial institutions and mobile network operators on digital financial services and alternative delivery channels. He contributed to the design of G2P transfers via mobile phones and over the counter process definition for the Productive Safety Network Programme in Ethiopia. Most recently, he developed and improved agent networks as distribution channels for digital financial services with NBS Bank in Malawi, BCEL in Laos and with FINCA International in Malawi, Tanzania and Zambia.

In 2010, after three months with France Telecom as a business planner assistant for an IT project mandated by Africa Unionâ NEPAD programme, covering 22 African countries, he joined the project leading company as a business planning expert. In this role, he managed relationships with potential investors, including African investment banks. A telecom start-up in Gibraltar employed him as the lead business planner and financial manager. In addition, he worked with KPMG Paris as Reporting and Consolidation consultant for BNP Paribas Cardif (BNP Paribas Insurance Group present in 70+ countries).

From an Economics and Management educational background, Ciprian specialized in Finance. He has a Master degree in Corporate Finance from Paris I Panthon Sorbonne and in Financial Advisory from the Universit Paris  Dauphine. Ciprian is fluent in French, English and Romanian.
