Digital Financial Services & Branchless Banking Expert
David is a Digital Financial Services and Branchless Banking expert with an International Development background and 18 years private sector experience. His career has been characterized by implementing innovative telecommunication solutions and Digital Financial Services (DFS) in emerging countries. Specifically, he has worked extensively in Laos, Cambodia, Nepal, Papua New Guinea and the Solomon Islands focused on increasing financial inclusion, catalyzing stakeholder engagement and developing scalable business plans.
David joined PHB Development in 2013 as an effective leader and communicator, with a proven track record of gaining consensus and promoting collaboration among regulators, MNOs, MFIs, and strategic distribution partners. Currently, David is engaged with PHB Development supporting UNCDF in Vientiane, Laos as the on-site expert for digital financial services and branchless banking. In this 18-month assignment, David will work in consort with the Bank of Lao to support activities to increase capacity and stakeholder awareness. He is also overseeing the implementation of the first Branchless Banking pilot project and will offer support to increase customer awareness and utilization of DFS in Laos.
As Managing Director (Acting) at WING Cambodia, David worked to re-engage with the National Bank of Cambodia and secure the country’s first license to operate as 3rd party payment processor. He also managed interconnections with three additional MNOs, giving WING the largest addressable market for MFS in the country. As the Head of Sales at WING, he realigned the sales processes with the Agent Network and overall company objectives. He enhanced the training approach, made improvements to customer experience and increased agent compliance and retention.
In the area of capacity building, David has notably worked with the USAID funded Nepal Economic, Agriculture, and Trade (NEAT) activity as the MFS Technical Coordinator to host Nepal’s first MFS Summit in 2012. The summit was widely considered to be a catalyst for the central bank to confirm regulations for Branchless Banking.
David also worked in Papua New Guinea with Bank of South Pacific (BSP) for a 22-month assignment from 2011 to 2013. He guided the implementation of a successful project, funded by an IFC grant, to support Mobile Banking and E-channels expansion throughout the country aimed at facilitating cashless payments to farmers and to improve savings in rural communities.
