Senior Digital Finance Expert


Philippe is a highly experienced Digital Finance specialist with more than 20 years’ experience. He founded PHB Development in 2006 with the ambition of facilitating the development of innovative delivery channels and products that improve financial inclusion. It now counts more than 20 permanent consultants from around the world. Philippe is also the head of the E-MFP action group on Digital Finance, a seasoned speaker at international conferences and an author of various publications.

He has led assignments assessing the regulatory environment and designed enabling policies on e-money, for example; in Southern Africa for the World Bank (2009), Palestine with USAID (2011), in Namibia for AFI (2012) and in West Africa for the BCEAO (2013). Moreover, he has assisted a large number of international development agencies in preparing (or designing) their mobile money/banking interventions, including IFC in Tunisia and Egypt (2011), AFD in Madagascar (2012), EFSE in Moldova, Albania and Turkey (2013) and GIZ in Jordan (2015).

Philippe has assisted mobile network operators to develop their mobile money ecosystems such as; Orange in Egypt (2007), Kenya (2008) and Uganda (2012); Axiata in Bangladesh (2009), Cable & Wireless in Panama (2011) and MTN in Ghana (2014). He has implemented agent and mobile banking for Financial Institutions in Rwanda with World Vision and MTN (2011), Opportunity International and mVISA (2013) and Tigo (2015), in Malawi and Nigeria with Women World Banking and MTN (2014) and in Senegal with PAMIGA (2015). He has also worked for Card Financial Service provider like GhIPSS and KfW in Ghana (2012-14) , assessed, designed and/or piloted social transfers in Ethiopia (2013-14), Jordan (2015) and assess risks for an international remittances services, BICS (2009).

He also conducted the monitoring and evaluation of the Gates Foundation’s GSMA Mobile Money for the Unbanked program (2012-14), the IFC programs in Sub-Saharan Africa in partnership with the MasterCard Foundation (2014-17), in Southern Africa on Wizzit (2012) and in Indonesia (2013).

Prior to setting up PHB Development, Philippe has held various senior positions within mobile network operators in Africa and Europe. He was Vice President for Market Development at France Télécom (2005-06); Marketing and Communications Director for Sonatel Mobile in Senegal (2002-05), Commercial Director for Ikatel in Mali (2002) and marketing manager in Belgium (1998-2002). He started is career at the Research and Development Centre of France Telecom on telecommunication network optimizations (1993-98) after a civil service with an NGO in the South of Chad (1991-93).

Philippe has an engineer’s degree in Telecommunications & Computing from Ecole Centrale in France (1990). He also has degrees in Business Administration (1996), Economics (1997) and Microfinance (2010). He speaks French and English.
